2. Read for argument, evidence, stance, and implication

Should the city expand its “cool streets” pilot?

Last summer, the city covered five blocks with a lighter road surface and added temporary shade structures. Sensors recorded afternoon surface temperatures between four and seven degrees lower than on nearby untreated streets. Shops on the pilot blocks also reported more pedestrians during the hottest hours.

The findings are promising, but their meaning is limited. The blocks were selected because they already had wide sidewalks, and the study lasted only eight weeks. Lower surface temperature does not automatically mean a similar reduction in the air temperature people experience. In addition, the phrase “cool streets” may imply a complete solution, although heat exposure also depends on housing, trees, work conditions, public transport, and access to water.

Nevertheless, the pilot justifies a larger comparative trial. The next phase should include different neighborhood designs, measure air temperature and health outcomes, and consult residents about maintenance and use. Expansion should therefore be treated as an evidence-building investment, not proof that one surface treatment can solve urban heat.
